Welcoming ICT Coordinator Serina Katusiime
The Action in Africa Information and Communication Technology (ICT) Program is one of our most popular community offerings. Recognizing the significant digital literacy gap in the community, we expanded the program to include dedicated sessions for teachers every Saturday, community members every Tuesday, and students during the holiday program. We believe in empowering communities through the holistic development of quality education—and every aspect of our work is strengthened by a crucial, often unseen, foundation: ICT.
We’re thrilled to announce an important new chapter for our ICT Program as we welcome Serina Katusiime, our new ICT Support Coordinator. Serina steps into this pivotal role with a mandate to innovate, integrate, and amplify the impact of technology across all our initiatives.
Why ICT Matters in Uganda
Only about 11% of households in Uganda have a computer at home.
Only 5.7% of Ugandan households reported a working internet connection in the 2022 national ICT survey.
A 2024 national census found that only 3.9% of persons aged 10 and above had used a computer; and among households, only 4% reported any kind of computer ownership.
Across African countries, roughly 65% of job vacancies require at least basic digital skills.
Serina is a qualified ICT professional and educator who joined us in August. She holds a Bachelor's degree in Computer Engineering from Busitema University and a Diploma in Technical Teacher Education from Nakawa Institute. Her career bridges the worlds of technology and education, spanning software development, technical support, and ICT instruction.
In her role as ICT Support and Training Coordinator at AIA, Serina trains community members and supports staff, coordinates our ICT programs, oversees IT maintenance, and guides key technological transitions. She is driven by a passion for boosting digital literacy and helping others integrate technology into their professional lives. Her goal is to leverage her technical expertise and teaching skills to make technology accessible and impactful for everyone in the community.
In many parts of Africa, including Uganda, access to reliable information and communication tools remains a challenge. Yet technology holds immense potential to bridge gaps, foster learning, improve efficiency, and connect communities to the wider world. Our ICT Program is not just about computers and internet access; it expands educational opportunities by providing digital literacy skills, e-learning resources, and access to online platforms for students, teachers, and community members—ensuring transparent and timely information flow.
Serina’s experience in developing and managing impactful ICT solutions in challenging environments makes her an incredible asset to AIA.
“I am incredibly excited to join Action in Africa and contribute to its transformative work,” Serina shares. “ICT is not just a support function; it’s an accelerator. My vision is to ensure that technology is accessible, culturally relevant, user-friendly, and truly empowering. I look forward to working closely with our staff and community members to co-create solutions that make a real difference. For example, I teach community members who are hoping to secure beginner-level jobs—such as roles in offices, stationery shops, and supermarkets—and I support teachers who use these skills to strengthen their teaching methods and create a more ICT-friendly learning environment.”
Under Serina's coordination, we anticipate renewed focus on program expansion, identifying new opportunities to integrate technology into emerging areas, and building the capacity of our stakeholders.
“Our current challenge is securing essential equipment, specifically more computers,” Serina notes. “Once we acquire sufficient resources, our long-term plan is to establish a dedicated computer laboratory. This lab will provide access for all professional categories, with participants earning curriculum-based certificates upon completion. Continued support for digital advancement remains essential.”
